Factions: Rules of Engagement
All of these regulations below must be followed by all factions.
# Faction War: Player Kill War
Player kill wars (PK wars in short) are wars with clearly defined win/lose conditions in which faction member rosters are exchanged by all parties involved. For a war of this type to start: both parties must agree to starting it OOC or the consent of the Head of Factions to force it must be obtained by one of the parties.
1. Roster Exchange
All factions involved must exchange a roster list containing all of the name of its members. Alternative accounts on the same faction are not allowed to PARTICIPATE. Any member that are deemed inactive are taken out and removed from the PK war.
2. Participation
Only characters on the lists that have been exchanged in the beginning of the war can participate in attacks against the other party. The rest may only be used to defend your own turf when attacked. Alts are not allowed in PK wars, you can not PARTICIPATE on your both your alt and your main for example.
3. Attack cooldowns
Any attack against the opposing party on their turf, headquarters, or property, can only be done once an hour after every attack. The attackers must leave the opposing party's area as soon as the attack is over.
Exception: If faction A attacks faction B, then faction B retaliates by stealing/kidnapping a member of faction A, then faction A can attempt to free their member/property without having to wait for 1 hours only if it's KNOWN for them that faction B kidnapped/stole their property

4. Killed/taken out members
Faction members who have been brutally wounded or killed in relation to the war are considered to be taken out from the PK war. This includes killed by the LSPD, SASD, other factions, or bleeding out out. A member of a faction at war who is imprisoned for 8 hours or longer for actions related to the war is considered to be taken out.
5. Weapon and mask restriction
Grenades and molotovs may not be used during wars. Sniper rifles may only be used by factions in possession of a weapon factory. OOC mask (/mask) may not be used by members of factions at war.
WIN/Lose Conditions
1. Ending a war
In order for a PK war to end, one of the following options must applies.
• The leader and co-leader of one faction are taken out, or
• More than 75% of all members on one party are taken out, or
• Opposing party voluntarily surrenders, or
• Mutual agreement between both parties to end the war.
2. Aftermath of a war
Gain/Losses: Both parties involved may set conditions of what the other will get if they win or lose the war. (example: Turf/Property, etc) Any agreements made must be documented.
Repeated Wars: All faction involved, including allies, are not allowed to go to another war with the same party involved unless two months has passed. (click on show for guidelines of this type of war)

# Faction War: Long Term War
Long term wars are wars that have no clear win-lose conditions and therefore don't end until one of the participating parties surrenders or a peaceful ending is found otherwise. For a war of this type to start, either both parties must agree to starting it OOC or Faction Management can force LTW with the presence of valid reasons.
1. Mutual agreements
All faction involved must have a documented mutual agreement(s) to start a long term war and must be accessible by the faction management if necessary. Screenshots are preferred.
2. Attack cooldowns
Any attack against the opposing party party on their turf, headquarter, or property, can only be done once every three hours after every attacks. The attackers must leave the opposing party area as soon as the attack is over.
Exception; If faction A attacks faction B, then faction B retaliates by stealing/kidnapping a member of faction A, then faction A can attempt to free their member/property without having to wait for 3 hours only if it's KNOWN for them that faction B kidnapped/stole their property

Long term wars are not designed to offer any gains or losses. If any of the involved parties are looking to gain something from the other party, they must switch to a PK war.(click on show for guidelines of this type of war)

# Faction war: When there's neither LTW or PKW.
When two factions begin warning each other for certain reasons but both leaders haven't signed any LT war or PK war yet.
1. Attack cooldowns
Attacks against the enemy faction must be kept realistic time-wise, there is no time cooldown between attacks but at the same time FM will not allow 24/7 shootout/brawls minute by minute and hour by hour, keep the interactions reasonable.
If things GO OUT of hand Faction Management can be reached to force a LTW to activate the attack timers and cooldowns, remember there must be good up-to-date reasons for each single attack in this type of war.
2. Killed members
Faction members who have been brutally wounded or killed in relation to the war are not allowed to participate in another attack at all, they are PK'ed from this IC scheme unless they personally witness/get orders from higher ranks to attack the enemy faction. This includes killed by the LSPD, SASD, other factions, bleeding out, or imprisoned for more than 8 hours. They can only defend in their turf if attacked by the opposing party.

# Territory/turfs
A faction is not allowed to set their turf inside an area that are already occupied. Faction leaders should report their CLAIMED turf to the faction management in case of conflicts. Turf cannot be taken forcefully unless there's a mutual agreement between the faction leadership or the faction managers is consulted. See spoiler for further information:
CLAIMING & maintaining territory
• Activities of a faction must justify the use of turf
• Turf may not overlap with other factions' turf
• CLAIMED turf must be actively used by the faction through its operation and activities
Turf map & conflicts
The turf mapis visible for public now, it's updated regularly by FM so double-check the vacancy of any turf you might consider for your faction. Faction leaders are strongly recommended to report their turf to the faction management in case of conflicts, or the unclaimed area will stay neutral. Faction Management are not responsible for any information that we do not have.
Please use this map to mark your turf, and send it to 'Chete. Make sure the title is Faction turf, include link to faction thread, faction name and the desired color of the turf on the map.

# Restriction: Character Kills
Because a character killed (CK'ed) characters cannot be brought back under any circumstances, a factions may set up a faction rule that would allow the member to be CK'ed only with the restriction as stated below.
1. Out-of-Character Character Kills
Regardless of members agreement, IC character kill based on an OOC reasons is forbidden. Exception for OOC CK/PK may be granted under certain circumstances with permission from the Head of Factions.
2. Agreements
Members may only be CK'ed if they have an official written agreement. (e.g. forum post reply, forum PM to faction leader, IG PM to faction leader, etc.) Agreement must be accessible to Head of Factions for review if necessary in terms of DISPUTES.
3. CK agreements on faction shutdown
CK agreements are only valid when the faction is still open and is currently a member of the faction. If a faction shuts down, closed, or ceased to exist, the CK agreements between the faction can no longer be used to perform future CKs.
